Transit-Oriented Development Pilot Program
The Transit-Oriented Development (TOD) Pilot Program is an optional municipal incentive program intended to encourage the creation of compact, walkable, and vibrant communities near existing and planned transit nodes throughout Rhode Island.
The General Assembly originally created the TOD Pilot Program in 2023, with amendments made during the 2025 session. The statute authorizes EOH to promulgate rules and regulations for the program. These rules and regulations were officially adopted on February 12, 2026, and incorporated all recent changes to the statute. The most updated statutory language can be found here.
This program is not currently funded to provide financial incentives to TOD projects; however, we encourage municipalities to apply for their current or planned TOD district to be approved as eligible, streamlining the application process when funding becomes available.
