Individuals Experiencing Homelessness

The Rhode Island Executive Office of Housing (EOH) is committed to providing Rhode Islanders experiencing homelessness with timely, accurate, and accessible information about housing, emergency shelter, and services available for individuals and families in need. 

Below you’ll find details on how to access the state’s homeless response system, along with a list of emergency shelters funded by the EOH.

While shelters differ in their operations and hours, all are part of Rhode Island’s coordinated effort to ensure individuals experiencing homelessness have safe places to stay.

Information about Seasonal Emergency Shelters and Emergency Pop-up Sites will be shared on this webpage and additional communication channels as it becomes available. 

Regional Access Points (RAPs)

Regional Access Points provide individuals and families at imminent risk of homelessness, or experiencing homelessness, with centralized, easy-to-access entry points to housing-related services, including case management, housing navigation, emergency shelter, mental health and substance use services, and other critical resources. The goal is to prevent homelessness and/or facilitate individuals' transition from homelessness to stable housing and improved well-being.

1. What if someone isn’t located near a Regional Access Point?  

No matter where you are in Rhode Island, you can still get connected to help. If you are not able to get to a RAP, RAPs can also be reached by phone and will be able to connect unsheltered clients with one of the Street Outreach Teams who will meet the client in person where they feel comfortable to discuss their housing situation (and other needs) and assist with access to shelter, housing resources and other supportive services.    

2. What happens if someone needs help outside of the Regional Access Point hours of operation?  

If you need help connecting to support services outside of normal operating hours, you can still call a Regional Access Point number and leave a message. A staff member will return your call as soon as operating hours resume.  

If you are experiencing an emergency and need immediate shelter, you may go directly to a shelter to request entry. Shelter staff will admit you if space is available. Alternatively, they can direct clients to another shelter where a bed may be available. 

3. Why isn’t there one main line for someone to call if they are experiencing homelessness and need help? 

In the past, relying on a single phone line for homeless services created significant barriers for people seeking shelter or housing assistance. The system often caused bottlenecks, and individuals without phones or internet access struggled to connect with the call center. Without a phone, clients couldn’t receive call-backs, leaving many without support. In contrast, face-to-face conversations make it easier to accurately assess needs and connect people to the right resources. 

By establishing multiple Regional Access Points, people can now connect to resources more quickly and with stronger local knowledge. Each Access Point is staffed by individuals who understand both the needs of their community and the resources available within Rhode Island’s homelessness response system. 

4. How will this information be disseminated to someone who may not be able to access the internet?  

Information on RAP locations, contact details, hours of operation, and available services are being shared by outreach workers, shelter staff, and community partners. Printed materials such as flyers and posters are being placed in high-traffic areas. 

The goal is to ensure people learn about these resources wherever they are and feel confident that support will be available when they choose to connect. 

Individuals can also access information by calling United Way’s 211 phone line, available 24 hours a day, 7 days a week, 365 days a year. Translation services are offered in multiple languages. 

Year-Round Emergency Shelters

Through the FY26 Consolidated Homelessness Fund (CHF), service providers were awarded funding for a variety of projects across Rhode Island to support essential services and the following list of year-round emergency shelters for Rhode Islanders experiencing homelessness.

Access: To access a Year-Round Emergency Shelter, individuals should first go to a Regional Access Point listed above and complete an assessment.
