Qualified Action Plan (QAP)

The State of Rhode Island will soon implement the 2027 Qualified Allocation Plan for Housing Tax Credits (QAP), which is designed to establish criteria for the allocation of federal Low Income Housing Tax Credits (LIHTC) in Rhode Island. 

Housing Tax Credits have been a critical element in leveraging private investment to build homes across Rhode Island. The federal Low-Income Housing Tax Credit is one of the most effective tools created for financing the development of affordable housing.

Effective January 1, 2026, the Rhode Island Executive Office of Housing is responsible for development of the QAP in consultation with RI Housing (RI General Laws 42-55-24.1). RI Housing remains the sole and exclusive agent for the allocation of federal LIHTC credits in accordance with the QAP. 

This webpage will provide the public with plan materials, public meeting information, and important details related to the 2027 QAP.

Public Comment & Hearings

An in person public hearing regarding the Qualified Allocation Plan will be held on Wednesday, August 12th at 11:00am in Conference Room 2A in the Rhode Island Department of Administration, One Capitol Hill, Providence, RI 02908

All interested parties are welcome to attend. 
 
 

All interested persons may submit their views, data or comments regarding the Qualified Allocation Plan, including statements concerning alternative approaches. To submit public comment, please email EOH.production@housing.ri.gov

The deadline to submit public comment is 5:00 pm, EST, Monday, August 31, 2026.
