Community Development Block Grants (CDBG)
The Community Development Block Grant (CDBG) Program helps Rhode Island communities create stronger, more vibrant neighborhoods by supporting affordable housing, economic development, public facilities and infrastructure, and other community improvements. The program is designed to primarily benefit low- and moderate-income residents, defined as households earning at or below 80% of the Area Median Income.
Each year, Rhode Island receives approximately $4–5 million in CDBG funding from the U.S. Department of Housing and Urban Development (HUD). By regulation, the State may only distribute funds to units of general local government. These communities may, however, distribute funds to non-profit and other entities to undertake eligible activities. The Executive Office of Housing administers these funds for the state's 33 non-entitlement municipalities, while Cranston, East Providence, Pawtucket, Providence, Warwick, and Woonsocket receive and administer their own HUD allocations.
Funding is awarded through an annual competitive application process. Municipalities apply for funding for eligible projects, which are evaluated based on federal requirements and state priorities before awards are announced.
CDBG funds support a wide range of eligible activities, with a particular emphasis on affordable housing, economic development, and neighborhood revitalization. All funded projects must meet HUD's national objectives, primarily by benefiting low- and moderate-income residents.

Training & Reporting Forms
All CDBG-funded activities, including local administration, are subject to the environmental review process. An environmental review using HUD forms below must be performed before “undertaking any physical activities or choice limiting actions.” Refer to Rhode Island’s Environmental Review Guidance for step-by-step instructions on conducting a HUD environmental review. RHP23 - Closed- The Executive Office of Housing, in partnership with the BHDDH and RIHousing, launched a new funding opportunity for the Recovery Housing Program (RHP). This initiative, funded by HUD, aims to support the acquisition and/or rehabilitation of properties to be used as stable, supportive environments for individuals in recovery from substance use disorders for up to 24 months.
