Housing Production & Preservation

In order to promote housing opportunities throughout Rhode Island, the Executive Office of Housing (EOH) is hereby allocating up to $20 million dedicated to affordable homeownership opportunities for low- to moderate-income households. The Housing 2030 Entry Level Homeownership Program strives to create this opportunity for households that otherwise have not had access to this crucial means of increasing household prosperity and intergenerational wealth. 

The Office recognizes that some program elements are new and will require innovative approaches by developers – and that some worthy projects will need some time to come to fruition. As such, we are limiting funds available in Round 1 to $10 million. The EOH will update potential applicants on the remaining funds available prior to each future funding round. The Housing 2030 Entry Level Homeownership program is a competitive grant program.

The Housing Production & Preservation Office of Housing seeks to support approximately two to three projects that will serve as case studies demonstrating the critical role of Public Housing Authorities (PHAs) as public developers in advancing the state’s Housing 2030 goals. EOH is making up to $10 million available for this competitive funding round to increase and preserve the availability of low- and moderate-income rental housing. The State reserves to right to allocate all or part of the funding through this RFP.
