Housing Infrastructure Program

Through the 2024 $120 million housing bond, the Executive Office of Housing made up to $8 million available through the Housing 2030 Housing Infrastructure Program (HIP) to help communities address infrastructure needs directly associated with new housing development. The program prioritizes investments that expand Rhode Island’s housing supply, with an emphasis on creating more affordable homes.

Program funds may be used to cover costs associated with eligible infrastructure improvements, including water and sewer systems, septic systems, streets, sidewalks, and utility upgrades. Improvements may be located within a proposed housing development or on adjacent public property, provided they are directly connected to the housing project.

In 2026, awards totaling $7.63 million were made and will support the development of 665 new housing units, including 238 affordable homes, advancing the goals of the state’s Housing 2030 plan and helping address Rhode Island’s housing challenges.
